Vale Vets in Dursley has issued a warning to pet owners following reports of a suspicious van in Nibley and Wickwar.
The van is believed to have a fake 'dog care' sign in yellow on display, before being removed when the van drove off.
A spokesman for Vale Vets said: "We have sadly received reports from members of the public about suspicious behaviour of men in a van.
"Please be extra vigilant and ensure your gardens are secure, do not leave your pets out in the garden unattended and consider ensuring all doors to your home are locked - even when you are in!
"If you notice any suspicious behaviour please report to local authorities."
